Firewall or something like that. You need to tell where your config file is in shortcat. (-conf=Full path to your config)
i did it and still the same issue
i think that i have a clue, i use wifi, maybe i should use annother command instead of localhost, i tried 192.168.xx.xx but i recieved the same :
