Strongly endorse this plan, as well as/in conjunction with the movement to split California into 6 separate states (with or without federal accession, preferably without). San Francisco is one of the few metropolitan areas of the US that I would visit these days, just about every other major built up area seems slightly too dangerous for my liking. Rural/suburban America still seems fairly genteel, although even that appears to be hit and miss to a certain extent.
