I am sure an admin can look into the IP address range and browser fingerprints to check the likely-hood of your account being sold, but it is not looking good for you.

Why don't you explain how exactly you were introduced to the person that you bought the account from on google hangouts? Why exactly did (or would he) block you after  the transaction? I would think he would want to keep lines of communication open in case you wanted to bring repeat business.
