Make giveaway all remaining money to the active gamblers when anybody will be out of money than he can give up more easily than to have enough funds into bankroll.
What your saying is, an addicted person should give his/her remaining money to other gambler so the person don't have money to gamble. The problem on this is, mostly it's not on the money. Whether he/she has lost all the money, the person still find a way just to gamble.
