I am pretty new to bitcoins. Last time I bought bitcoins, I went to anycoindirect.eu - the problem is, I pay 10/per btc more than the current exchange-price.
I checked out bitstamp for example the problem is now the "account verification" (https://www.youtube.com/watch?v=egv_BDCiR-E).
I could scan my driver license for example, but since I still live with my parents (Im 19), I dont have any electric bills or anything in my name. What should I do? Any other exchange, where I can buy 2 BTC for example (with SEPA from an EU bank account), without the need to send private documents?

You can buy bitcoin from exchange websites such as Yobit. You can buy it there with either fiat or other coins. You can also trade and earn more BTC.
