I don't think we can do anything by reporting them anywhere. no one can get these peoples money back who lost in hashocean. it was not the first time peoples got scammed.. every cloudmining did the same thing with these stupid bitcoin users who love to get free money but don't want to do anything..
now just blame your self for this.. no one can help you.

I'm sure it will not bring the money back but it will as well don't give them the chance too scam. And there need to be a rrethinking in the whole btc scene that this scammer are not accepted. this don't take much time to report, but could prevent other's to get scammed. Just think how would you act if you would see a scammer in real life would you just let him scam? What would you do? Would you accept such people in your society?
Well bitcointalk has the trust system, they always advise to escrow, to take guarantees and so on. Since bitcoins are difficult to trace not much can be done about scammers, but there are ways to prevent scams. (The easiest one is to think critically and not fall in the Hype trap, if something's ROI is way above every competitor something is not right...)

As long as the escrow service itself it's not a scam.Been there done that.....TWICE.
