they are not based in the US nor United Kingdom , i think they are somewhere in this planet but we don't where they are hiding maybe they are just using a fake identity when they are sending an email .

you also do not need any "backing". Domain and host is cheap, ponzy scripts are prebuild or custom made in a few days. i guess you can start with around 500 in BTC to make the first payouts, some marketing and SEO and boom
