New rom release, tighter timings.

Tests have been done on 15.12 drivers which i find are the overall best drivers available.
Also done a test on 16.4.1 and that's also ok.

16.1.1 & 16.6.* not. So if you have these, speed won't be the same.


Before, per card @ core 800 , speed Ethereum: 22Mh
Now, 23.5Mh.

Power draw, exactly the same.
