Depends on the time of day, usually.  I've seen 1000+ at a time, and then it drops drastically whenever chat has downtime and restarts, so that's why the drastic changes.  Plus, people new to the site might be leaving after launch, etc.

Maybe there are lot of bots running around by just one person, when he/she stops all of his bots the online users number goes down?
