Quick Question: I want to access lite wallet on different PC. I forgot my wallet seed. But still I have access on both Ico account and the email used. What is the alternate method to access WAVES lite wallet on different pc?

Hopefully you still have access to the wallet on the one PC. There is a backup button in the top right corner.
I have light client 0.4.1a
You can get the seed by using that button.

My other PC's HDD is broken now so I do not have access anymore. Is there any other option?

Your mistake for not backing up your seed properly, HDD failure and data loss are always to be expected, write your seed on a piece of paper and keep it safe next time.
