So it's clearly the alt of this account asking even for the same amount as loan.

He might have tried larger amounts in the past and they never got funded so now he is trying with a lower amount which also will remain unfunded unless a valid collateral is provided.

But what's the point of spending so much time just to get around $2 worth in bitcoins?

If you have around 5 accounts and ask for 0.003BTC each that would make you 0.015BTC, if you live in a third world country $9.8 is enough for you to survive for 3 days, if he is a student make it 4 to 5 days.
