Does your site meet the requirements?
If you are a faucet owner than the requirements are high if compare to other bitcoin ad networks.

Something like 100k alexa rank + 100k pageviews + unique design.

If you meet the requirements then find the coinad official thread.

You need to get a lot of page views. You can buy them on fiverr or some other sites for cheap and increase your chances of getting accepted in coinad program.
