OKCoin and BitMEX doesn't offer trading to US traders which is what I was looking for.
I feel like these are the best exchanges to trade futures and options so it's probably
best to create a subsidiary in a foreign country in order to take advantage of the
opportunity.

The other exchanges mentioned don't allow automated trading, which is what I
concentrate on.
