Yes I know what several means. The roadmap states October. Several is undefined and implies that October might not be achievable. Otherwise why not just say October

I suspect it has a lot to do with licensing. It's hard to know exactly which day you will get approved for things that are out of your hands. This is just my uneducated guess though.
