I think the hype around stones is that he's a quality centre-back NOW when he's very young, meaning he has incredible potential for the future. Imagine signing a guy who could be the heart of your defense for years to come as he continues to improve and mature. However, I agree that an enormous sum of money shouldn't be paid just for potential.
Their rating him for his potential. Under the right manager he could be England's no.1 defender. With the EPL stacked with so many good managers, he has a good chance to work under one. Some people even argue that David Moyes, who is manager of Sunderland now(?), is a good manager.
