In what way can any development that ETH developers do, not simply be copied over to ETC ? It is compatible (essentially identical) open source...

It is identical. I dont get all the fuss around this. ETC can easily integrate every change that ETH makes (but skips the bailout forks

) There is no such thing as developing for ETC or ETH only.
Maybe down the road if the ETC community choses a completely different path (in regard to the protocol), but at the moment they are identical.
