He gave it to anyone who wears the signature. I'm sure that must be against the rules, does anyone know if it is?

No it isn't harsh. It is to try and alert forum members who see those sigs to consider the known facts about this shady operation.
If they want the rating removed they need only remove the sig. It is entirely their choice.
I think thats extortion and im sure that is against the rules. This post of yours is now going to be reported to the mods.
