Well, they change address easily and use a lot of differents IP's by VPN or Proxy..
So, the most simple way to ban is blocking by ASN(You have this option if you use faucetinabox r64 and enable the NastyHosts on admin panel)
For example, they use QuadraNet VPN, if you ban the QuadraNet ASN, you'll block this range of bad IP's https://www.enjen.net/asn-blocklist/index.php?asn=8100&type=iplist
Honestly I blocked 15.000 ASNs because I don't like bots.. here's my topic about it

however if you block this large number of asn, you will block some real users too.. so, you can find a half term, like start baning the biggers vpn services like ovh, quadranet, digital ocean, etc and increase your list day by day
