Hmmmm....maybe. lol. I haven't done the maths on % of total of that unspent chunk of what Satoshi has that's now worth many millions.
Nothing that applies to Bitcoin really applies to BipCoin. AltCoins kind of have their own set of mechanics in the marketplace.
The Satoshi coins were not pre-mined; It was all public software.
