Lol, maybe he wanted spam the post count. DGB(digibyte) is not DCR(decre), they are totally different.
Maybe he means that the same coin can be a legit software project and a PnD manipulated scam on the market at the same time. There are plenty of those. Even if the devs are legit they can't prevent whales from turning their coin into a scam.
If anything, that's market manipulation... not a scam... A scam would be only a coin that has malicious code in the wallet executable or something like that. If the devs are legit then the coin is legit and not a scam, regardless of what happens in the market.
Anyway, Decred's price is very stable considering it's a PoS-minable coin... it's easy to make an interest for practically doing nothing ... the setup of the PoS is even easier now with the GUI. I don't know what people are complaining about. Not getting rich overnight?
