I've been bugged by our group to ask where this project is leading to

The question is... What needs to be done?

I read somewhere in this thread on community take over...

Just what exactly does it mean?
At what point/situation that it should be resorted to?
What if the dev doesn't want since he/she started the project?
How does the community select the said 'professional' who will lead in the take-over of the project?
In this case, what will happen to the released coin including of those chosen to receive free ICOs should there be take-over?
