NO people up NV GPUSMurderDawg, go to %appdata%\bipcoin and delete all the files in that folder (when the bipcoin wallet/client is off). Reopen bipcoind and let it redownload the blockchain.
If you can't get %appdata% to work, the full path should be something like this: C:\Users\Yourusername\AppData\Roaming\bipcoin\...
That file is not in that location. In fact, there isn't even an Appdata folder in my user file.
