I took at look at the https://www.blocksafefoundation.com/ page and googled around for the articles that were mentioned on the bottom.

It looks like the company started to do an ICO on Counterparty at the end of June 2016.  Was it able to reach it's funding goal?  In a couple of articles they stated that they were doing an initial raise of $55,000. Link to the Blocksafe Counterparty asset: http://blockscan.com/assetInfo/BLOCKSAFE
