Just because you think English is the dominant language across the globe (it may or may not be) doesn't mean that every website around the Internet needs to translate themselves to English. Let local languages use themselves in the websites, it's not that big of a deal.
Actually he can use whatever language he like, i was just asking him that if it was english it will be easier for everyone to navigate through sites and in reality i am also not a native english speaker guy but atleast i know english far better than russian.
