In another words, Aryans are the descendants of people which lived in the European continent, British Islands, Iceland and west Russia before 20th century.

Yes, I agree with that definition. Just ignore the yet another "Nazi" and "master race" slur. It was National Socialism and yes, it recognized the Aryan race to define the policies of the state. But it was not intended to slave other races, it was only intended to assert that Europe was the homeland of the Aryan people.
The article describes Aryans ranging from Europe over India to Nepal though.
