I'm planning on getting a fraction of a bitcoin. Maybe about 1/4 or 1/8 BTC just to fill my wallet with something. Is now a good time to do so?

For me , anytime you buy is the best time to buy . Because , bitcoin will be rise up soon.
Indeed , you must be patient to do this and not hoping for short-term because you don't know when the price is rise up.
And , it's up to you for buy this bitcoin but keep in mind don't felt regret it after you buy it.

People always say "bitcoin will rise up soon", but its price pretty much stays the same almost all the time.

Historically, it took years.

first of all, it should take a long time to go up. if price went up overnight from 0 to $1000 that would have meant a pump and dump and that will always fall back down so fast.
but also the rise did not take years. it has been growing with a nice pace. from last year to this year price has gone up $400+ which is a good rise.
