Essentially all that is going on is that the block times are to fast, and the PoS simply cannot re-target fast enough. causing the payouts to not function as planned, with to fast of a block time. however this is a easy fix as we are planning to drop us down to 5% a year and with the faster block times it'll be 25%.

We are very sorry for the issue as this was not foreseen, but will be taken care of.
