Thanks for you analysis Goergem. I somehow managed to miss the post you refer to. It sounds promising indeed. I mostly agree with what you say, but what refers to this...
..., I am not sure indeed. We know there was at least one developer helping vTorrent with his work (I believe that was pnoch). Apparently he was helping vTorrent with 2FA stuff, allowing him to focus more on torrent features. However he doesn't look like a permanent member of a permanent team, as he doesn't ever tell he is working on VTR currently.
Also the post you referred to, is from February, and there is more than half-a-year passed since that. We have no idea whether the torrent implementation and anti-cheat protection work has progressed ever since, or all efforts were concentrated on 2FA... Actually we have very little info on anything, to be able to make any definitive assumptions. With the little info we have, we can only speculate and guess.
So for me the "Dev" vs "permanent team of Devs" question is still open
As for the rest, you may well be correct.
Of course, it would be great to get one more piece of info from vTorrent (similar to the one he gave in February), to know what part of the BitTorrent implementation he is working on currently.
