Yes, the minimum bet amount participants can place, for the bets to be valid for this competition, is 1% of the current bankroll - anything less, and the bets won't be counted towards participation in the competition. As for the maximum bet amount, yes, it is 5% of the current bankroll but, in this case, any wager over that limit will simply be counted as having been placed at that limit (5%) - the bet won't be invalidated, as with the minimum limit.
In relation to the number of valid bets each entry can (or rather, must) place, it is indeed 100; any additional bets beyond that amount won't count towards participation in the competition (for that specific entry); and any fewer bets won't allow a participant to receive a top place prize (if they qualify within the top 7) or participation prize - in other words, participants must have at least 100 valid bets by the end of the competition.
I'm not entirely sure what you meant to ask in the last part (about the side competition) - could you please elaborate?
