I've used Unichange several times and in my opinion, service is quite good. On their site you can withdraw btc to WU or Paypal. It is not possible to buy btc using Paypal, but due to Paypal policy I'm not surprised, as I know that just a few exchangers offer such exchange direction.
Also recently in their news they announced virtual cards for free, maybe I will order such card just to check - withdrawal within an hour sounds interesting
