Everyone is afraid of war, but when war is somewhere not you do it properly. Any fire if it is not time to extinguish the fire could spread to neighboring houses.
Politicians are never afraid of war because they never join the battlefield. They sometimes plan for it.. 
It's the citizens that usually don't like war.
