sure, how do you expect a complicated chain like ethereum to evolve/move on if they do not tweak the chain? it's not surprising
to me it looks like the attacker is smarter than all of them. He had identified few major flows in the protocol and decides when to start DDoSing the network (devcon2)
And ether devs are well funded. To me it looks like poor management before anything else
