Tx fees are dynamic and change based upon the current state of all pending txs.
To answer your original question: Lock Time Block: xxxxxxx, would normally mean that at that
block number, your tx would be allowed to be confirmed only then. So for example, if we are at
a block height of 500 and your tx has a locktime of 560, then you need 60 blocks more before
your tx will be able to be confirmed within a block. So 60 blocks of locktime with each block being
roughly 10 minutes each would mean that you need to wait 600 minutes or 10 hours before that tx
could be "allowed" to be mined within a block.
The issue with your tx taking so long to confirm is likely not related to the locktime in this case.
It was likely related to the recent backup in pending txs and your tx having a lower end fee.
