(sorry if this has been answered already - and I'm not trying to be a smart ass here)
Multi accounts are allowed so by design account farming on multiple accounts is allowed, no? It's what people do with these accounts that warrants a ban or not. But accounts are evaluated from a pretty much subjective point of view so what appears a bannable offense to me might not be the same for you.

Yeah, from Badbears responses you may be right. It's technically not against the rules.
But there's obviously a big difference between people using multiple accounts to post on the forum and people creating hundreds or thousands of accounts to sell to other people.
Making farmed accounts worth less should really be the goal ultimately, banning bunches of accounts might be annoying for the farmer, but I don't think it will affect their prices much. Would probably be better to get a list, keep it private and let them know 20 random accounts were getting banned off the list every day.
