In the city I live, I am very confident that I cannot buy a house with just 1 BTC during my lifetime as the housing price is crazy. A nice 100 m^2 apartment (forget about "houses", which are even crazier) currently costs over 4000 BTC
It sounds like houses in your country are very expensive indeed. This means that a poor person cannot even afford renting. But I am not sure if you are trying to say $4000 and not 4000BTC.
