If I have to create and has the money to, i would definitely go for an exchange. This will not be easy but sure it can generate a ton of money for me.
Making the exchange popular however can extremely be hard to achieve however and will be costly to advertise it. What Liqui is doing to market their exchange is good, they are on their way up now.
