That depends on when you get to actually invest since there are people that are still underwater since the bubble that pushed bitcoin to 1200+ dollars, so buying and holding makes sense if you see strong signals that bitcoin will go up.

It is very possible that those people will be above water in the next 6 to 12 months. The price will rise.

While that may be true you also need to take into consideration the amount of time their investment has been frozen doing nothing, the loss of purchase power that the currency may have suffer and some other factors.
