I Download precompiled binaries (v5-win64standalone-r4). run list.bat and hve a error 0xc000007b.
Can you run v5-win64standalone-r2 on your system?
If so, you could try deleting vcruntime140.dll in the package and installing Visual C++ 2015 Runtime yourself.
this is my same issue, but i did the same with r2, there it was missing the rutime140.dll, i added that and it was fixed, but here it come already with it, so it must be something else
ok it work just need to install c++2015 like you said, addin the library only does not work like in the r2 version

There could be different versions of vcruntime140.dll. I would reinstall it with the official installer.
