XLM lumens transfers on the stellar network are almost instant as you can see in this demo:

XLM is fast but it`s a centralized coin. Centralized coins like XLM and XRP may have very high speed.

It's not centralized as the nodes are not operated by the Stellar foundation.

Good luck if you really think XLM is truly decentralized LOL
