No it's not. It's still unconfirmed, and comes from a unconfirmed input using a fee lower than 0.0002 which can take days to confirm AND that input comes from another unconfirmed input with similar fee. Both of which can be double spent.
I'd advise you to wait for it to get confirmed for real before repaying in a flash like you usually do. Just in case.

Ralle14 is somebody I know so I doubt it's anything fishy. He was just earlier on LB complaining about the backlog and low fee must have just been a mistake. Indeed the fees used are low but I'm fairly sure nothing's going to be wrong. However it's always better to be safe rather than sorry and wait it out either way!
