We can't really say how unlucky these fellas were. I mean to say that it is not clear how long they had been Heroes waiting to become Legendary. Some of these guys might have been quite close to 1,000 when the Legendary rank was first introduced while you become Legendary "somewhere between 775 and 1030 activity". For example, I've walked almost the whole range from the lowest bound to nearly the highest, namely, to 1022. In this way, I should be rightfully considered as less lucky than someone who got promoted at 1029...
But who might have actually been in "pending" mode only for a few activity periods
