Another person who doesn't know how 0.13.1 works 
It seems like you're the one who doesn't know anything here. Explain the following in conjecture with your statement "0.13.1 will not connect to 0.13.0 or lower" then:
A 0.13.1 node connecting to peers that are older than 0.13.1. Is this magic?
