I think investors are losing faith in all these ICOs projects, a few days ago Inchain ICO end without reaching its set minimum cap also projects like Wings with all the hype has not hit half of its minimum cap. I think people now realise it is possible to get these token at half the ICO price when it hit exchanges, ICONOMI, Antshares, SNGLS, Firstblood and recent Golem are good examples, ARK team came on board saying without 2000BTC minimum, they will refund the money, now the tone of the team is changing.
Not sure how you mean that. The "tone" is the same, if it doesn't hit 2000 then you get a refund, it has been that way since the beginning. On the other hand, if you mean that they will go on anyway if they don't hit 2000, I'm sure that was always a possibility and discussed prior to this point.
Either way, nobody looses no matter how it turns out.
