Can anyone please explain how the fees are applied? What means purchase fee? I loaded my card with 1btc and used it only for purchasing goods never took money from ATM, i have EUR card and use it in another country that has other currency, in the end i was charged with 17EUR transaction fees. Is this normal 
not having the full details, can assume that you have used the card to pay in a currency different from the currency of the card. Visa/MasterCard charge a 3% fx conversion fee in such cases.
