He explains how they make sure of that - granted, Paypal does have a habit of getting worse PMS than my ex, and busting up perfectly legit accounts for no reason at all, but considering all the stuff that the seller explained, it's safe to say that they did their due dilligence in how the accounts are set up.
And then there's the additional guarantee that if the account still gets limited while you followed the rules, they'll help you get your money out.
With that in mind, I'd say that is a good enough guarantee.
The pricing?
Sure, there's plenty who go cheaper, but chances are you won't be getting that level of help should the account get burned... or frozen, or limited, or however you want to call it when Paypal throws a hissy-fit and limits the account.
There's also plenty more who charge similar or more without offering the same level of help.
