Exactly. Same as with any other fee you pay e.g. for transactions, second passphrase registration and so on.
I did not like the voting system because it's corrupt. This is not what I expected. Developers using its biggest premine have put your friends in 101 delegates. it's a very bad. Centralized scam which controls several persons. I will sell all my Lisk. Goodbye!
