actually Russia has always had the same stance about bitcoin and their mind was made up for a long time. they have never been against it. it is just the crappy news sites that post all kinds of nonsense as clickbaits. there have never been any "serious" talk of banning bitcoin and random guy telling court bitcoin must be banned is normal thing in all countries

and to answer OP the choice is obviously Bittrex because livecoin is unknown to me! and even if I wanted to choose a Russia based exchange like livecoin I would choose btc-e over it because btc-e has a much better and longer reputation.
