If they said that during ICO, they would've raised $2m at best.
They raised $10.5m because they explicitly advertised Several Major Exchanges.
Unless Devs get off their asses & start talking to exchanges, I see Legal Action as the only way out for trapped whale investors.
The problem is they already talked to the exchanges. They mentioned some NDAs ... you cannot have an NDA without talking with the NDA partner.
Maybe the NDA was "shh, don't tell anyone ICN will never be listed!"
