Because Incent is a token on top of Waves - if you transfer Incent, it's on the Waves blockchain. Think of the Waves Lite Client as a multi-wallet for Waves and all assets hosted on their blockchain.

Is that mean that INCENT will never have its own wallet?

they can always create one for them but its convenient for them to use waves address after all its running on waves platform. i'm still unaware how they do this though, its not like how eth works like there is a contract as they said.
