I don't see how getting a unit to Luke-Jr is anything remotely like shipping.

Luke-Jr, wether he is payed by BFL or not, is needed to actually finish the product.
It was not shipped to him as a product, it was shipped to him fully within the design process.
Shipping would be when actual customers will get their boxes with the intention to be used as miners and not development platforms.

Luke is just a BFL worker and he's working on an un-shipped prototype.

The question you need to ask yourselfs is, was a finished product shipped?
If not, then it was still in design.

Big hint, BFL website does not read 'WE'RE SHIIIPIIING!!@111!!!~!'

Clearly this is just a trick to try to convince everyone BFL won the stupid bet.
So actually nothing new, just more smoke and mirrors from out friends in Kansas.
